1. WHAT YOU SHOULD KNOW ABOUT PRE-REGISTRATION WITHIN THE VALENCIAN SELF-GOVERNING COMMUNITY

The Valencian Community Inter-University Council agreed, on 24th January 1992, the Valencian Community University Single District regarding students' admission. 

The agreement's most important objective was to unify the pre-registration proceedings at the Valencian Community several university centres. This would allow, on the one hand, to unify the existing places within the community, and on the other, speed up and simplify the proceedings established by Royal Decree 1005/91, on 14 June, by which proceedings to enter university centres are controlled. 

The agreement between the Regional Department of Culture, Education and Sciences and the universities within the Valencian Community on the students' admission process is therefore established in accordance to the previous paragraph and to the Royal Decree 1005/91 first additional provision. 

   The Agreements' main statements are the following: 

    - To apply for admission at the Valencian Community (hereinafter called C.V.) university centres, in which the demand is higher than the places offered, applicants should list -by preference order and only one application- the centres or studies existing at C.V. centres in which they are willing to be admitted. 

    - Priority will be given to the applications of those students who have passed the mature examinations at any of the C.V. universities, independently of the university to which the centre or study programme belongs. 

    - Applications will be met according to the assessment phases and criteria established at at the Royal Decree 1005/91 (14 June), and universities will manage admission applications following the common proceedings.


2. RELEVANT ASPECTS ABOUT PRE-REGISTRATION. FAQs

Who is eligible to apply for a SINGLE DISTRICT place at the C.V.?

All those students willing to enter studies with limited places at the C:V. universities, should submit just one pre-registration application, according to the proceedings explained here. 

    1.- Pre-registration application within the month of June (pre-registration phase A) can be submitted by: see TERM

    - All those students who have passed the University Entrance Examinations in June 1999 or within the previous years and be under one of the following circumstances described in section  REQUIREMENTS

    - Students who have passed vocational studies, higher vocational training programmes or hold a higher studies degree before the pre-registration period end.

 2.- OCTOBER TERM (Pre-registration phase B) see TERM
    - Students who have not submitted pre-registration within the former period or, having presented it, have not been admitted in any of the studies applied for. They are only allowed to apply for studies with places available once the phase A applications have been met. (See the section REQUIREMENTS).
Which is the criteria to be followed for the placements award ?

According to the Royal Decree 1005/91, universities will give priority to applications of those  students belonging to the university district. Accordingly, applications of students who duly justify a residence change or studies not taught at the university they belong to.

    Nevertheless, applications will be processed according the following preference order: 

    1º. Students who have passed the University Entrance Examinations in the call of June of the current academic years, or previously (here are included the so many designations awarded to these examinations). 

    2º. Students who have passed the University Entrance Examinations within the call of September and students who have passed the Higher Professional Training Programme in the call of September of the current academic year. 

    3º. Students who have passed Pre-University Course or equivalent studies in the current call of June or previously. Only for admission to first cycle degrees.

    4º. Students who have passed the Pre-University Course or equivalent studies in the current call of September.

In any case, according to this priority order, applications of all those students taking university studies which match the Pre-University Course option passed at the University Entrance Examinations

The order to award places, once met the criteria shown above, will be achieved according to the final qualifications obtained at the University Entrance Examinations or at the students' record average qualification for the rest of the studies (Art. 5 from R.D. 1005/91, 14 June). 

The places' order and award criteria will be carried out by the universities, taking into account the  number of places percentages provided on the article 7, Royal Decree 1005/91, 14 June, book for foreign students (5 %), university degree holder (5 %), vocational studies (second grade), vocational studies (third grade) and higher professional training programmes (30%), physically handicapped persons (3 %) (R.D. 1060/92, 4 September), differently abled persons  (3 %) (R.D. 696/95,  28 April) high-ranking sportsmen/sportswomen (3 %) (R.D. 1856/95, 17 November), included in the list published by the BOE ( Spanish State Official Gazette). 
Under no circumstances, could university degree holders accede by a quota system different than the one provided on article 7.1.b) , from decree 1005/91. 

How many applications can I submit?

The single district student should SUBMIT ONLY ONE REGISTRATION FORM to apply for a place at one or several universities since it is a single system and more than one application would lead to the ANNULMENT OF THE SAME. 

The student is allowed to submit as many applications as they consider appropriate to those Spanish universities whose study programme match their interest. Nevertheless, it should be taken into account that each university establishes its own criteria for terms and proceedings within the legal established framework. 

Besides, the student him/herself will be able to apply for a place -according to the Shared District-  in a university other than the one he/she have passed the University Entrance Examinations. 

How and when can I be informed on my application results?

The shortlist will be published at the University and on press during the second fortnight of July. 

Waiting lists can be consulted at the places determined by the university and, on each university Web site.

What should I do if I have been accepted in the first-option studies?

The student admitted in first option should fulfil registration form for the corresponding studies WITHIN THE PERIOD ESTABLISHED BY EACH UNIVERSITY to such effect. 

Once the period is expired without the student's corresponding registration, HE/SHE WILL  BE WAIVED THE RIGHT for the awarded place and it will be offered to the next student in the shortlist. 

What should I do if I have been admitted in my 2nd option or subsequent studies?

In the case of being admitted in the 2nd, 3rd or subsequent options, the student should: 

    1º. duly accomplish registration for the studies where he/she has been admitted. Otherwise, he/she will be waived the place. 

    2º. be listed in the 1st option choice immediately after the term for covering the 2nd option vacant is finished. In the case he/she is called to cover 1st option placement, he/she will immediately annul registration for 2nd option studies and, therefore, be registered to the centre where first option studies are attached. 

    Example:

      One student applying for: 

      1º. Medicine. Valencia 
      2º. Optics. Alicante 
      3º. Technical Engineering in Industrial Design. Castellón

      has  been accepted at the Optics University College of Alicante. Thus, his/her option has been waived and he/she is now in the waiting list for Medicine in Valencia. 

      He/she should fulfil his/her registration form to the Optics University College of Alicante, otherwise, he/she will be waived the placement. Whether he/she would be accepted for the Faculty of Medicine in Valencia after accomplishing registration for the 2nd option, the later should be immediately annulled and subsequently, registered  to the Faculty of Medicine in Valencia.

What should I do if I have not been accepted for any of the options applied for?

In the case of being accepted for none of the options applied for, the student should remain in the waiting list for all the options. He/she should pay attention to the call for each option, established by the corresponding universities, according to registration terms. It is important to consider THE DIFFERENT TERMS FOR EACH UNIVERSITY AND, THEREFORE, THERE IS NEITHER SINGLE TERM FOR REGISTRATION NOR FOR WAITING LIST CALL TO COVER VACANCIES. 

Despite the above mentioned, whether the student is not allocated placement for any option,  HE/SHE WILL BE ABLE TO REPEAT THE APPLICATION WITHIN THE PERIOD OF OCTOBER (Phase B) for those studies where vacancies exist, once all applications for Phase A have been submitted . 

How and when should I complaint about the results?

The student has the right to lodge a complaint at the place specified within section COMPLAINTS

Nevertheless, MODIFICATIONS SHALL NOT BE ADMITTED for the already submitted and correctly proceeded applications. 
 

3. REGULATIONS AND PROCEEDINGS TO APPLY FOR A PLACEMENT

    A) REGULATIONS

Proceedings to enter the university are controlled by the Royal Decree 1005/91 of 14 June and by the agreement signed between the Valencian Regional Department of Culture, Education and Science on the one hand, and the Valencian Community, on the other. 
 

    B) PROCEEDINGS TO APPLY FOR A PLACEMENT

APPLICATIONS SUBMISSION

To apply for a placement leading to take university studies within the VALENCIAN COMMUNITY, WITH LIMITED ADMISSION, it is compulsory to accomplish the application attached. 

ONLY ONE APPLICATION FOR EACH STUDENT should be submitted. More than one application WILL LEAD TO THE ANNULLMENT of the same. 

The application recipient office will only save the copy "FOR THE UNIVERSITY" and, will seal the copy "FOR THE STUDENT" which will be handed as a receipt. 

NOTE:

ONCE THE APPLICATION IS SUBMITTED, APPLICANTS SHALL NOT BE ABLE TO MODIFY IT.

TERMS:

As a rule from 15 June to 3 July for all groups, except for those passing the University Entrance Examination in June, who will be given a submission date within the period of 29 June and 3 July.
 

Phase A:

In the case of vacant placements, once the students in the shortlist have accomplished registration and those in the Phase A waiting list have been called, universities will make public a NEW REGISTRATION PERIOD for the study programmes matching these placements, which will be appropriately set during the FIRST DAYS OF OCTOBER and, thus, it constitutes: 

Phase B:

Here, applications are welcome from those students under the cases specified within section "REQUIREMENTS". 
 

WHERE APPLICATIONS SHOULD BE SUBMITTED

Those students that have passed the University Entrance Examinations in June 1999 (before the Valencian Community panel), WILL SUBMIT APPLICATIONS TO THE SECONDARY EDUCATION CENTRE WHERE THEY HAVE TAKEN the either the Pre-University Course or the Secondary Education LOGSE

    Students other than the above mentioned: 

     a) Those having passed the University Entrance Examinations in former years or have taken equivalent studies (Pre-University Course before to 74-75, Secondary Education with State Examinations, etc.), or rather

     b) Those who have finished Vocational Studies (II Grade or higher) prior to or in June 1999, or rather

     c) Those awarded a university degree.

All of them will submit a pre-registration to any of the universities at: 
    •  UNIVERSITY OF ALICANTE: At the Registrar Building. University Campus of San Vicente del Raspeig.
    •  UNIVERSITY JAUME I (CASTELLÓN): At the Secretary Office of Students Management. Campus of Penyeta Roja.
    •  UNIVERSITY MIGUEL HERNÁNDEZ DE ELCHE: At any of the campuses' Secretary Offices and at the Students Service.
    •  UNIVERSITY OF VALENCIA: At the first-choice centre corresponding Secretary Office.
    •  POLITECHNIC UNIVERSITY COLLEGE OF VALENCIA: At the Secretary Office of the first-choice centre.
Notwithstanding, the application to be proceeded at universities other than the one the student is attached, can be sent by ordinary mail.
 

REQUIREMENTS

Phase A:

Pre-registration applications can be submitted -within the established period- by students under the following situations: 

    a) STUDENTS THAT HAVE PASSED THE UNIVERSITY ENTRANCE EXAMINATIONS in JUNE, SEPTEMBER 1999 or former years. 

    b) students that have passed equivalent studies such as: 

      •  Former Secondary Education with State Examinations.
      •  Pre- University Course.
      •  Pre- University Course prior to 1974-75.


    c) University degree holders or  equivalent degree which entitle the holder to enter university studies. 

    d) Students that have passed the Higher Professional Training Programme, only for the studies corresponding to this programme, according to these Tables.

    e) EXCLUSIVELY FOR PROFESSIONAL TRAINING PROGRAMME: the students awarded the Vocational Studies Programme (Grade II)/ and/or Grade III, in June 1999 or former years and, exclusively for the branch or vocational programme taught, according to the tables shown above.

Phase B:

Applications are welcome from those students within the term of October -which will be appropriately set- who: 

    a) have not been accepted to the studies applied for in Phase A (month of July). 

    b) having passed the University Entrance Examinations in June, were not pre-registered. 

    c) having passed the University Entrance Examinations in current September, Pre-University Course, LOGSE or Experimental Secondary Education in current June or September, as well as those students coming from Higher Professional Training Programme, Vocational Studies (Grade II) or Grade III, in September 1999. 

    d) meeting the requirements, anyway, were not pre-registered within the former term.

The Royal Decree 1005/91of 14 June provides that, for admission purpose, the applications to be first considered will be those from students belonging to the district applied for (where they have passed the Entrance Examinations, as well as from those who, even though they belong to a university other than the one applied for, justify residence change or request study programme not taught at the university the belong to (Articles 3 and 4 from R.D.1005/91). 

To such effects, it will be compulsory to give evidence of the residence transfer, which is next detailed: DOCUMENTATION

DOCUMENTATION

Students entering with University Entrance Examinations, including those coming from UNED (Distance Learning University), Experimental Secondary Education, etc.): 

    - Copy of the University Entrance Examinations certificate.
Students who have not passed University Entrance Examinations (Pre-University Course, Pre-University Course prior to 1974-75, Secondary Education prior to 57, etc.): 
 
    - Copy of the School-Leaving Certificate (Secondary Education and Pre-University Course) or any school-leaving certificate including qualifications.
Applicants acceding from Vocational Studies (Grade II, III and higher programmes): 
    - Students' record. 
    - Copy of the certificate or, where appropriate, a proof of payment.
University degree holders: 
    - Student's record and copy of the university degree certificate or, where appropriate, proof of payment.
All those applicants who have changed their family residence, should enclose evidence of the change(certificate of registration with a minimum of three months, prior to 1 July 1999), corresponding to the applicant and his/her family unit.

Force labour transfer of the family head or the applicant him/herself are taken as an exception and should also support evidence to such effect, as well as certificate of inclusion in Social Security. 

Applicant with any officially recognised DISABILITY equal or higher than 65%, as well as  total-speech or audio-disabled applicants, should support evidence by means of a certificate issued by the Social Security Spanish National Institute or the Valencian Regional Department of Work and Social Security. 

Disabled applicants should certify their handicap according to the psycho-pedagogical teams' reports from secondary education centres where they have been schooled. 

Important:

Copies of the documents mentioned on this section, should be duly validated or, where appropriate, applicants should show the corresponding originals when submitting the documents.
 

PUBLICATION OF THE SHORTLISTS

This process results, expected for the first fortnight of July, will be considered public documents by  including them in the universities official noticeboards and, therefore, complaints may be lodged con the publication date reference. Nevertheless, universities will publish in the three provinces' press the provisional shortlist for the Valencian Community Single District study programmes. 

Exclusively, admission certificate will be submitted to those applicants coming from university districts other than the one they belong to for the student's record transfer purpose.

The placement award will be limited to the accomplishment of the requirements on the applicants' side mentioned  on the Royal Decree 1005/91 of the 14 June and on the present directions, as well as on the regulations controlling each university permanence regimen and on that one related to the calculation of calls for those applicants who have already started university studies.
 

COMPLAINTS

Term for lodging a complaint for phase A will be within 27, 28 and 29 July, before the university the applicants' education centre is attached (for the 1998-99 Pre-University Course and Secondary Education (LOGSE) applicants), or directly before the university where application was submitted (for the rest). Term for lodging a complaint for phase B (October) will be make public together with the shortlist publication. 

Complaints involving MODIFICATION of those already, correctly proceeded applications will be not considered. 

4. DIRECTIONS TO ACCOMPLISH PRE-REGISTRATION FORM

I PERSONAL DETAILS

Capital letters should be used for the sections corresponding to IC, name and surname, postal address, etc. See tables for codes: 

    (1) Cross the corresponding box if you support evidence for the residence purpose. 
 

II PREFERENCE ORDER

(2) Pay attention to the tables including the study programmes by centres, both PUBLIC and  PRIVATE, attached to the Valencian Community universities. 

Select your first-choice university. 

Once the university is chosen, , SELECT THE STUDY PROGRAMME AND THE CORRESPONDING CODE.

Indicate in the box, BY PREFERENCE ORDER, the study programme of your choice, duly codified and, the university where it is taught in the corresponding section. 

III STUDIES AND QUALIFICATIONS

(3) Fulfil exclusively the fields corresponding to the higher studies carried out by the applicant (e.g. An applicant with University Entrance Examinations passed, should fulfil box 2 (University Entrance Examinations) and should not fulfil box 1, corresponding to Secondary Education and Pre-University Course; the applicant with university degree should accomplish box 4.

 (4) Indicate the student's record, including hundredths (except for those students coming from Higher Professional Training Programme) taking the following into account: 

    a) Overall average mark for Secondary Education, Experimental Secondary Education and LOGSE Secondary Education (boxes 1 and 8) will be achieved by taking into account the following equivalence: (ON A SCALE OF 1-10)
      · APROBADO. Grade:  5,50 
      · BIEN. Grade: 6,50 
      · NOTABLE. Grade: 7,50 
      · SOBRESALIENTE. Grade: 9 
      · MATRICULA . Grade:10 (only those with university degree)
    No qualifications will be considered for "not passed" or "not rendered" subjects.
    b) UNIVERSITY ENTRANCE EXAMINATIONS - box 2 -: "FINAL QUALIFICATIONS" should be detailed.
    c) SECONDARY EDUCATION prior to 1957, PRE-UNIVERSITY COURSE prior to 1974-75 and PRE-UNIVERSITY COURSE -box 3-: average mark corresponding to the last year attended next to the courses corresponding to Secondary Education years should be stated.
    d) UNIVERSITY DEGREE HOLDERS - box 4 -: weighted arithmetical average mark corresponding to the study programmes structured by credits, if arithmetical marks exit. If do not, it should be applied quantitative qualifications at the table above shown. 

    e) Vocational Studies' applicants (Grade II, both General and Specialised Regimen) - box 5 -: applicants meeting these requirements should accomplish the boxes corresponding to each of the three courses, apart from the previous first and second courses belonging to the General Regimen. In the case of two identical final qualifications, the following proceedings will be developed  in order to get a second mark:

      · Applicants coming from General Regimen Vocational Studies: an overall average mark corresponding to the subjects included within the field of Business Administration and Practical-Technological Knowledge. 

      · Applicants coming from Specialised Regimen Vocational Studies: an overall average mark corresponding to the subjects included within the field of knowledge Application. 
          With a view to standardising qualifications, the following formula will be applied to the final qualifications of each course and to the second mark: 

                                  Standardise mark=(((Previous mark-2)*5)/3,5)

      · Vocational Studies (Grade III): average from the total subjects included here. 

      · Higher Professional Training Programme: average from the total subjects included here.

    f) Applicants coming from Vocational Studies (Grade III) - box 5, within the section devoted to this studies, show final qualifications.
    g) Applicants from abroad with University Entrance Examinations (except for EEC) - box 6 -: show final qualifications of the University Entrance Examinations. 

    h) Higher Professional Training Programme - box 7 -: applicants should express the gained qualifications corresponding to the final evaluation of the training programme, showing two decimal places. 

    i) Experimental Secondary Education with entrance examinations -box 9 -: should show entrance examinations results. 

    j) LOGSE Secondary Education with entrance examinations -box 9 -: should show entrance examinations final results. 

    CALL

(a) -boxes 1 and 2-Mark the appropriate call: 
    1. Call of June, academic year 1998-99.
    2. Call of September, academic year 1998-99. 
    3. Call of the academic years 1988-89 to 1996-97, both included. 
    4. Call of academic years prior to 1988-89.
(b) -boxes 5, 8 and 9-Mark the appropriate call: 
    1. Call of June, academic year 1998-99. 
    2. Call of September, academic year 1998-99.
    3. Calls from previous years.
(c)-box 6- It should be marked:
1. Call of June, academic year 1998-99
    A. Scientific-Technological. 
    B. Bio-sanitary.

Applicants attached to the General Regimen, "Science" option is related to the university options A and B of the Pre-University Course General Regimen and the "Social Sciences and Humanities" option C and D of such a Regimen. Therefore, in order to award placements for the studies related to the corresponding option, students from "Sciences" will choose between options A and B and those from "Social Sciences and Humanities" between options C and D.. 
 

(8) A code corresponding to the 1st and 2nd optional subjects -according to the option taught within the Pre-University Course, if taught during the academic years 1988-89 and 1997-98, both included - should be mentioned (see table for codes).

(9) The Vocational Studies branch taught should be also stated (Grade I , II or III). See tables for codes). 

(10) Student with a RECOGNISED DISABILITY EQUAL OR HIGHER THAN 65 %,  speech or hearing total impairment and DISABLED at large, should accomplish the section devoted to their studies and justify it through the certificate enclose within section DOCUMENTATION. They should cross box 10. 

(11) High ranking sportsman/sportswomen should justify it through a copy from the BOE ( Spanish State Official Gazette) where an annual shortlist of high ranking sportsman/sportswomen is published. 

(12) The LOGSE Secondary Education option should be mentioned: 

    1. Technologies. 
    5. Arts. 
    6. Nature and Health Sciences. 
    7. Social and Human Sciences.
(13) The University Entrance Examinations option from LOGSE Secondary Education should be also stated: 
    1. Scientific-Technical option. 
    2. Health Sciences option. 
    3. Human Sciences option. 
    4. Social Sciences option. 
    5. Arts option. 
    6. Health Sciences and Scientific-Technical option. 
    7. Human and Social Sciences option.
