The Open District: is regarded as the group of places available for the students to register for the 1st year at Spanish public universities.
The total implementation of the Open District will allow any student to apply for the university of his/her interest , without considering either where the student has taken the University Entrance Examinations or where the student lives in.

The OPEN DISTRICT was totally implemented during the academic year 2003-2004.

The number of places yearly offered during the gradual implementation period of the Open District,  will be determined by the Autonomous Communities themselves, on a report submitted by the Universities attached to their territory, taking into account that 20% of the places offered should be -at least- reserved for this first year of implementation. 

Under no circumstances, will places be allocated to open district students whose final qualifications are lower than the lowest awarded to the last own district student to gain a placement for the programme applied for. 

During the period devoted for the Open District gradual implementation, the announcement of places through this system should only affect the ordinary announcement of the current academic year, the autonomous communities interested being able, on a report submitted by the universities concerned, to publish the announcement extraordinarily. 

Application deadlines, shortlists publication and registration.

The Ministry of Education will establish deadlines for application, publication of shortlists and periods for registration before the month of July every year. Deadlines for academic year 2005-2006 will be:

      -          Application deadline: 05 July 2005.

      -          Shortlists publication: before 23 July 2005.

      -          Registration period: from 23 July 2005.

Anyway, deadlines for each of the proceedings will be set by the corresponding Autonomous Communities, considering the previously mentioned dates. See application deadlines.
