Aquesta
publicació considera la Carta per les Llengües Regionals o
Minoritàries des d'una perspectiva legal. S'hi explica el
procés de ratificació de la carta per cada estat,
s'hi presenta el procés de posada en funcionament en alguns
estats i es valora la influència d'aquest instrument en les
lleis de cada país i les implicacions legals de la manca de
conformitat. Algunes contribucions es refereixen a aspectes més
generals relacionats amb la Carta, avaluant els avantatges i els
desavantatges d'una interpretación flexible dels compromisos
dels estats i fan una ullada al repte d'adaptar aquest instrumente a
una societat en canvi. Diversos capítols fan referència a
la situació de la llengua catalana i de l'estat espanyol.
